Nutrient Management Act 2002

In response to concerns regarding management of land-applied materials, the Ontario Ministry of the Agriculture, Food and Rural Affairs (OMAFRA) is presently drafting and promulgating new nutrient management regulations.

The Nutrient Management Act, Bill 81, was passed on June 27th, 2002. Under the act, new or expanding animal operations generating manure need to prepare a Nutrient Management Plan (NMP) by March 2003. NMP is a science-based tool used to manage material application based on existing soil fertility, field geometry, application practices and characteristics of the applied material.

Enviro-Stewards Inc is prequalified under OMAFRA to prepare NMPs. Our training and NMP software allow us to efficiently prepare NMPs for existing, new and expanding facilities. Maintaining electronic files for each field allows us to quickly update NMPs to comply with annual reporting requirements. These plans can include livestock/poultry manure, commercial fertilizer, municipal biosolids, septage, industrial pulp and paper sludge, food processing byproducts, wastewater and other residuals.

Deadlines for existing operations to prepare NMPs range from 2004 to 2008 depending on the size of the operation. For example, existing facilities with more than 1,800 finishing pigs must prepare a NMP in 2004 and facilities with more than 180 pigs must prepare a NMP by 2005. All agricultural operations, including non-livestock, will be required to develop NMP by 2008.
